Jill Rutter.

Jill Rutter is a former British civil servant who now works as a senior research fellow at UK in a Changing Europe, an independent think tank analysing Britain’s relationship with Europe.

She previously served as programme director at the Institute for Government, where she led work on policy making and the implications of Brexit for the civil service and Parliament. Her reports have examined how Whitehall functions and the administrative challenges created by Britain’s withdrawal from the European Union. Rutter is a regular commentator in British media, contributing analysis on government policy and institutional reform to radio, television and print outlets.

She appears in Field Notes: The Climate Change Committee warns 92% of UK homes will overheat by 2050.
