The Climate Change Act is Finnish legislation (Act 423/2022) that sets out the country’s framework for reducing greenhouse gas emissions and responding to climate change.
Finland adopted this act as part of its commitment to achieving carbon neutrality by 2035, one of the most ambitious national climate targets in the world. The legislation establishes mechanisms for setting emission reduction goals, monitoring progress, and adapting policies across sectors including energy, transport, agriculture and land use. It replaced earlier climate legislation as Finland updated its legal architecture to align with evolving European Union climate policy and the goals of the Paris Agreement.
